PRIMARY LAW GOVERNING EXTRADITION PROCEEDINGS is found in the Constitution of the United States, and the acts of Congress in pursuance thereof. McFarlin v. Shirley, 209 Ga. 794, 76 S.E.2d 1 (1953).
