EDITOR'S NOTES. --Ga. L. 2005, p. 1251, § 2, not codified by the General Assembly, provided that this chapter shall become effective only when funds are specifically appropriated for purposes of this Act in an Appropriations Act making specific reference to this Act. Funds were appropriated at the 2006 session of the General Assembly.
